Safety Management Cycle

Not the Same Thing as CSA/SMS Scoring
CSA/SMS tells you where a carrier's numbers stand against its peers. The Safety Management Cycle (SMC) is FMCSA's framework for figuring out why a carrier keeps generating violations in the first place — and for fixing the underlying cause instead of just the individual event.
The Six Areas FMCSA Looks At
- Policies & Procedures — written standards for how the operation is supposed to run
- Roles & Responsibilities — who is accountable for each safety-critical task
- Qualification & Hiring — screening drivers and staff before they're on the road
- Training & Communication — making sure policies are actually understood, not just written down
- Monitoring & Tracking — catching problems through your own oversight, before FMCSA does
- Corrective Action — following through when monitoring finds a gap
A weakness in any one of these six areas is usually what's really behind a recurring BASIC violation — which is why an investigator digging into "management controls" during a compliance review is, in effect, checking a carrier's Safety Management Cycle.
