Who has to register annually with PHMSA to transport hazardous materials, and how.

Who Actually Has to Register

Not every carrier that touches hazmat needs to register with PHMSA — it's generally required for carriers that transport materials in bulk (over specific quantity thresholds), certain radioactive or highly hazardous materials in any quantity, or a set number of shipments per year of other regulated hazmat. Registration is separate from — and in addition to — any placard, training, or shipping paper requirements.

It's an Annual Renewal

Registration isn't a one-time filing — it runs on a registration year and has to be renewed, with a fee based on your business size. Missing the renewal window is a common, avoidable compliance gap.
